PUBLISHED ON 22 OCT 2026

Hong Kong China Rugby (HKCR) is pleased to welcome Ms Candy Cheng of Gai Wu Rugby Football Club and Paul Skurr of Hong Kong Football Club to its Board of Directors, bringing a wealth of experience across the rugby community, elite sport, club leadership and commercial management. Candy Cheng brings more than two decades of experience as an international player, coach, administrator and club chairwoman. Her journey began in an LCSD summer course before progressing to a distinguished playing career representing Hong Kong 58 times across the 15s and 7s formats. As one of the inaugural female athletes at the Hong Kong Sports Institute, her achievements were recognised with induction into its Hall of Fame. As Chairwoman of Gai Wu, Candy has helped build a strong and sustainable club culture, achieving the highest player retention rate in the Women’s Premiership. Her experience spans HKCR youth development programmes, representative age-grade coaching, more than 12 years supporting mini rugby and involvement in major sporting events and community initiatives. Holding a Bachelor of Health Education from The Education University of Hong Kong and a Master of Education in Physical Education and Sport Science, Candy brings a valuable perspective on player welfare, participation and long-term development. A graduate of HKCR’s LIFT programme, she is also passionate about advancing female leadership and creating opportunities for the next generation of players, coaches and administrators. Mr Paul Skurr brings 12 years of involvement in Hong Kong rugby, with experience as a player, senior and youth coach, club member, rugby parent and Chair of HKFC, a position now in its fifth year. Professionally, Paul serves as a Managing Director in sales at an investment bank, bringing experience in leadership, governance, financial management and stakeholder relationships. At club level, he has strengthened governance and helped establish partnerships that have delivered tangible benefits for the rugby community, including an international youth tournament and Rugby Week initiatives developed in partnership with HKCR and the Hong Kong Jockey Club. With a focus on financial sustainability, member engagement and stronger partnerships with Government and commercial organisations, Paul advocates a united, member-led approach to the future of rugby in Hong Kong. HKCR looks forward to working with its new directors as the organisation continues to build a sustainable, inclusive and ambitious future for rugby in Hong Kong.
